为推动供销合作社创新为农服务体系，实现由专项服务向综合服务转变，努力为农民和各类新型农业经营主体提供规模化、可持续的综合性服务。5月5日，省供销社与辽宁祥和农牧实业有限公司就秸秆综合利用项目，签署战略合作框架协议。

　　省供销社是为农服务的合作经济组织，是推动全省农村经济发展和社会进步的重要力量。受省政府委托，担负组织、协调全省合作经济组织建设，组织、引导全省农民发展商品经济、开拓服务农村市场等职责。具有“组织优势、网络优势、政策优势、品牌优势和贴近农民优势”。

　　辽宁祥和公司自成立以来，秉承“求实创新造名牌精品，诚信为本愿客户满意；绿色生态营持续创赢，改革发展创百年祥和”的方针，致力于秸秆膨化设备及膨化生物饲料的研发、生产、销售。以阜新地区阜蒙县及彰武县为典型示范基地，以辽宁祥和公司为总部经济核心，全力打造辽宁省内绿色生态、可持续可循环的秸秆综合利用优质项目。具有“业态优势、技术优势、管理优势、资源优势”。

　　双方本着平等互利、优势互补的原则，长期合作、共同发展，在辽宁共同推进秸秆膨化生物饲料生产基地乡镇通工程，建立秸秆膨化生物饲料物流配送中心，实现合作共建。项目建设将直接服务于农民，实现资源的循环利用，促进饲养业的发展，增加农民收入。同时解决农村秸秆焚烧污染问题，改善农村环境和空气质量，利国利民。

　　项目所在地供销社将配合做好项目落地及经营过程中的政策协调工作，按社有企业对项目单位进行政策指导。经授权，所建项目将使用“中国供销合作社”标识，并遵守《中国供销合作社标识使用管理办法》的相关规定。合作新建的企业，承认供销社章程，接受所在地县以上供销社指导。

　　The Provincial Supply and Marketing Cooperative is a cooperative economic organization for agricultural services, and it is an important force to promote the rural economic development and social progress in the whole province. Entrusted by the provincial government, it takes charge of organizing and coordinating the construction of the cooperative economic organizations throughout the province, organizing and guiding the farmers in the province to develop commodity economy and develop services to the rural market etc. It has “organizational advantages, network advantages, policy advantages, brand advantages and advantages of relating to farmers closely".

　　Since stablishment of Liaoning Xianghe Animal Husbandry Industrial Co.,Ltd, it has been adhering to the “Realistic and innovative brand-name boutique. Honesty for customer satisfaction; green ecological product for profits; reform and development for a company of a hundred years.” policy. The has been committed to research , development, production and sales of straw expansion equipment and straw puffed bio-feed. Fumeng County and Zhangwu County of Fuxin City are taken as a typical demonstration base, Liaoning Xianghe headquarters as the core of the economy, the company will build a green ecological, sustainable quality project which can make comprehensive utilization of  straw with "business advantage, technical advantage, management advantage and resource advantage".

　　In the spirit of equality and mutual benefit, the principle of complementary advantages, long-term cooperation and common development in Liaoning, The two sides jointly promote the straw puffed bio-feed production base town project, establish straw puffed bio-feed logistics distribution center to achieve cooperation and development. Project construction will directly serve the farmers, to achieve the recycling of resources to promote the development of farming industry, and increase farmers' income. At the same time it can solve the problem of burning straw pollution in rural areas, improve the rural environment and air quality, and benefit the nation and people.

　　The local supply and marketing agency of the project will make the policy coordination in the landing and operation of the project, and give policy guidance to the project units according to supply and marketing cooperative owned enterprise . The project will use the "China Supply and Marketing Cooperatives" logo once authorized, and comply with "China's supply and marketing cooperatives logo management approach"  and relevant provisions.The new established enterprise should recognize the articles of association and accept the guidance of the local supply and marketing agency in the county.
